SEAP_Alps has defined common tools and methodologies to be implemented at local level.

SEAP_Alps Methodology and Action Tool

A methodology to integrate adaptation to climate change in Sustainable Energy Action Plans (SEAPs) in the Alpine Space Area (ASA) has been developed by SEAP_Alps and will be promoted and implemented in pilot municipalities. As a consequence, SEAPS will contain a strategy on how to address the impacts of climate change in the municipality at local level instead of focusing solely on the municipality's existing and future energy consumption and production.

The SEAP_Alps Action Tool is an online tool to help drafting Sustainable Energy Action Plans following both the mitigation and adaptation approach to climate change, with nearly 90 action sheets collected. Methodology for Action Plans for Public Investment

The methodology for the Action Plans for Public Investment has been elaborated on the basis of the requirement of article 5 of new Directive 2012/27/EU on energy efficiency which provides a compulsory pace of energy renovation (3% each year) for the public buildings owned by central governments. Tools and methodology are ready to be tested with several municipalities at local level.

On 31 May 2015 the SEAP_Alps project will be finalized, and the partnership looks back to numerous fruitful results and good cooperation. The objective of the project was to promote energy planning at local level, boosting the capacity of project partners in supporting small and medium municipalities in the drafting of Sustainable Energy Action Plans (SEAPs).

Signatories of the Covenant of Mayors voluntarily commit to increasing energy efficiency and the use of sustainable energy sources in their municipality. More than 6000 local authorities are part of the European initiative. They do not only use the political signal strength at the European level, but also instruments free of charge to achieve their ambitious climate objectives.

Energy efficiency of public buildings contributes to the reduction of CO2 emissions and is one the measures in the preparation of Sustainable Energy Action Plans (SEAP). In the framework of the project SEAP Alps the measures will be achieved together with local authorities, stakeholders and energy agencies. By 2020 municipalities will provide an enormous contribution to the reduction of CO2.
