Metropolitan City of Torino

 The Metropolitan City of Torino is one of the 10 Italian Metropolitan cities recently established in place of Provinces. It represents an intermediate level of government between municipalities and Region.

The Metropolitan City of Torino, lying in the north-west of the Italian peninsula on the border with the south-east of France, has, among metropolitan cities and provinces, the highest number of municipalities and is one of the largest in terms of size. Its demographic density is almost double than the Italian average.

Main competences are related to Land Planning, Environmental protection, mobility, transport and highschool buildings management.

In energy field, the Metropolitan City of Torino deals with giving licence to power plants, controlling energy performance of boilers and promoting renewable and energy efficiency. The latter activity has been carried out with an increasing commitment during the last years.

First of all it is elaborating planning and reporting documents, such as the Energy Report (9 editions delivered in the period 1999-2014), the Development Plan for District Heating System in Turin Metropolitan Area (2009) and a guideline for the authorization of RES power plants (2010). The Sustainable Energy Action Plan of the Metropolitan City of Torino was approved in January 2014.  Moreover, several interventions (solar thermal, biomass boilers, condensing boilers, retrofit of public buildings), have been co-funded by the Metropolitan City of Torino during the last 5 years to private citizens and municipalities.

Information and Communication is another important issue. A lot of public events has been organised by the Metropolitan City of Torino in order to promote RES, energy efficiency, sustainable mobility and air quality to different target groups. An information service for citizens is managed by years.

Finally support to the 315 Municipalities of its territory is maybe the key role of Metropolitan City of Torino. In the last years a very active role in this field was played mainly in the updating of local Building codes, Local Energy Action Plan, Public Light, Energy Management, Mobility Management schemes. Since February 2010, Metropolitan City of Torino is covenant coordinator of the CoM, giving technical assistance to signatories of its territory to elaborate energy balance sheets, CO2 inventories, and SEAPs definition. Its methodology has been recognized by JRC as in line with COM requirements allowing supported Municipalities to receive a default validation.

On 31 May 2015 the SEAP_Alps project will be finalized, and the partnership looks back to numerous fruitful results and good cooperation. The objective of the project was to promote energy planning at local level, boosting the capacity of project partners in supporting small and medium municipalities in the drafting of Sustainable Energy Action Plans (SEAPs).

Signatories of the Covenant of Mayors voluntarily commit to increasing energy efficiency and the use of sustainable energy sources in their municipality. More than 6000 local authorities are part of the European initiative. They do not only use the political signal strength at the European level, but also instruments free of charge to achieve their ambitious climate objectives.

Energy efficiency of public buildings contributes to the reduction of CO2 emissions and is one the measures in the preparation of Sustainable Energy Action Plans (SEAP). In the framework of the project SEAP Alps the measures will be achieved together with local authorities, stakeholders and energy agencies. By 2020 municipalities will provide an enormous contribution to the reduction of CO2.
