Keeping an eye on the implementation of climate actions with the help of the SEAP monitoring procedure

Signatories of the Covenant of Mayors voluntarily commit to increasing energy efficiency and the use of sustainable energy sources in their municipality. More than 6000 local authorities are part of the European initiative. They do not only use the political signal strength at the European level, but also instruments free of charge to achieve their ambitious climate objectives. One key element of the implementation of the Covenant is the Sustainable Energy Action Plan (SEAP) that specifies the emission reduction target and related measures of the municipality.

Municipalities addressing the issue of climate mitigation must always keep an eye on the implementation of their activities. The monitoring of actions provides an overview of the implementation status and the development of CO2 emissions at local level. Therefore it represents an important step towards the institutionalisation of climate mitigation efforts both in administration and politics.

In addition to the SEAP, the Covenant of Mayors provides a common reporting framework for local authorities that is unique in Europe. The design of the framework covers on the one hand the necessity of a methodological ‘standardisation’ and on the other hand the need of ensuring a simple and flexible reporting format.

The monitoring report records the development of local activities in three main parts:

  1. Overall strategy, 
  2. Emission inventory, 
  3. Implementation status of key measures.

Every two years after the SEAP submission date, municipalities complete this monitoring report. Having in mind that reporting every two years might put too much pressure on human or financial resources; signatories can carry out the related emission inventories every four year instead of two.

On 31 May 2015 the SEAP_Alps project will be finalized, and the partnership looks back to numerous fruitful results and good cooperation. The objective of the project was to promote energy planning at local level, boosting the capacity of project partners in supporting small and medium municipalities in the drafting of Sustainable Energy Action Plans (SEAPs).

Energy efficiency of public buildings contributes to the reduction of CO2 emissions and is one the measures in the preparation of Sustainable Energy Action Plans (SEAP). In the framework of the project SEAP Alps the measures will be achieved together with local authorities, stakeholders and energy agencies. By 2020 municipalities will provide an enormous contribution to the reduction of CO2.
