Adressing Climate Change in Alpine Space Municipalities

SEAP_Alps pilot municipalities honoured for mitigation and adaptation efforts

Outstanding results were presented at the final conference on 23 March 2015 at the Bavarian State Ministry for Environment and Consumer Protection; attended by representatives of the European commission, the Alpine Space Programme, Bavarian Government and numerous pilot municipalities from Austria, France, Germany, Italy and Slovenia.

For their strong engagement and clear commitment to mitigation and adaptation, the participating pilot municipalities were honoured by Dr. Monika Kratzer, Bavarian State Ministry of the Environment and Consumer Protection, Head of Department for cycle economy and technical climate protection, with a SEAP_Alps-trophy. In the frame of the ceremony, the mayors and representatives of the Bavarian cities Wertach, Geretsried and Kempten signed the adhesion document of the Covenant of Mayors and handed out their SEAPs to Ms Chrysoula Argyriou of the European Commission, DG Energy. The Covenant of Mayors is a European movement involving local and regional authorities, voluntarily committing to increase energy efficiency and use of renewable energy sources on their territories. By their commitment, Covenant signatories aim to meet and exceed the European Union 20% CO2 reduction objective by 2020.

In his thematic guest-lecture, Professor Dr. Harald Kunstmann of Campus Alpin K.I.T. and University Augsburg showed latest scientific data and explained how the climate in Alpine Space and especially in the region of the Bavarian Oberland will change drastically. As an example, the average summer temperature in 2100 will be as high as the extreme temperatures during heatwaves in our days. According to the climate expert we are also expecting more extreme weather conditions in the future, as for example heavy precipitation events.

The project SEAP_Alps started in October 2012 and supported municipaltities in the Alpine Space in finding strategies for sustainable energy consumption and energy production. What is special about the project is that a European standard was successfully tested and further developed. “We have added the European mitigation standard by the aspect of adaptation to climate change, and thereby found numerous synergies between mitigation and adaptation measures,” said Silvio De Nigris, lead partner of the project SEAP_Alps.

At the end of the conference, representatives of the European Commission, the Alpine Space and numerous alpine municipalities were convinced that the project was a role model for international cooperation on a regional scale and a valuable contribution to mitigation and adaptation issues. The project SEAP_Alps was conducted in the frame of the Alpine Space Programme and co-funded by the European Regional Development Fund (ERDF).

On 31 May 2015 the SEAP_Alps project will be finalized, and the partnership looks back to numerous fruitful results and good cooperation. The objective of the project was to promote energy planning at local level, boosting the capacity of project partners in supporting small and medium municipalities in the drafting of Sustainable Energy Action Plans (SEAPs).

Signatories of the Covenant of Mayors voluntarily commit to increasing energy efficiency and the use of sustainable energy sources in their municipality. More than 6000 local authorities are part of the European initiative. They do not only use the political signal strength at the European level, but also instruments free of charge to achieve their ambitious climate objectives.

Energy efficiency of public buildings contributes to the reduction of CO2 emissions and is one the measures in the preparation of Sustainable Energy Action Plans (SEAP). In the framework of the project SEAP Alps the measures will be achieved together with local authorities, stakeholders and energy agencies. By 2020 municipalities will provide an enormous contribution to the reduction of CO2.
